Trade Committee

From now on, all trades made by new GMs will need to be approved by a trade committee until we know the new GM in question can make good decisions for his team.  This is to protect the teams from being destroyed by a new GM who would then leave the league.  This is not good for the league as we're having a hard time getting a good GM who will take the team over.  So we won't let it happen.

Need 3 GMs, i'd like to get someone who's here since the beginning and who's showing up on the portal every day so we can make quick decisions on the trades.  A trade would need 3 votes out of 5 to be accepted.  Of course, if someone from the trade committee is involved, he won't vote.
